Tom started his career as a Carriage Upholsterer. He was employed with the Department of Parks and Recreation in March 1973. He was elected Shop Steward in 1989 and served in that capacity until his retirement from City service in November 1996. During this period, he was appointed Welfare Fund Trustee and continues in this capacity. Upon his retirement, he was hired on a part-time basis to help fight privatization in the Department of General Services and Department of Parks. In 2001, he was asked to work full time for the Union.
